The Russians are sensitive to their 800,000 non-Jewish compatriots who reside in Israel.
It’s like I’ve always said. People that support Israel will support building. People that hate Israel will not be happy until Israel no longer exists. Trying to do anything to please the latter group is a waste of time and resources.
