The Supreme Court traditionally doesn’t interfere in “foreign” relations. There is no logical explanation why Palestinian murderers of Israeli citizens are not subject to the court’s jurisdiction. The court readily asserts its jurisdiction when Palestinian sue Jewish government regarding the separation barrier, etc.
