Somehow but predictably, Russians understood the ceasefire agreement as allowing them to occupy strategic points in Georgia, including its port town of Poti. It’s critical for Russians to do so in order to prevent massive American re-supply of weapons to Georgia. Presumably, the US won’t airlift weapons to Tbilisi as long as Russia troops are within a few miles from it.
