Yes, and they probably “dialogged to consensus” using a “facilitator”. A well known tactic through which a predetermined outcome is guided through dialog only along certain lines by the facilitator so that no other outcome can possibly be reached. There is no allowance for dissent, nor are there ideas “outside the box” discussed.
