<p>The incident highlights the corruption in Libya, which is now even worse than it was under Qaddafi. Thus, the government spent $1.4 billion to pay the rebels one-time subsidies of $1,750 to $3,200 each, thus implying a total of about one million rebels—a hundred times their actual number.</p>

<p>After fighting Gadhafi for six months and spending billions to install a lame government in Tripoli, NATO failed to spend a few billion dollars to bribe the Touregs away from Gadhafi and Al Qaeda in the Maghreb.</p>
<p>Curiously, Al Qaeda works on both sides: its past affiliates rule Tripoli on behalf of the rebels and NATO, while its other personnel smuggle weapons and drugs with Touregs&#8217; help.</p>

Sirte is his hometown, a place where he enjoys tribal support, and indeed his tribe expects to be repressed by the rebels; therefore there is no need for Gadhafi to terrorize the population.</p>
<p>The Libyan war has turned into a bribery contest between Gadhafi and NATO, and whoever pays more to the Toureg tribal chiefs will be the winner.</p>

Their leader Belhadj was captured by the CIA, rendered to Gadhafi, and spent years in Libyan prison precisely because he was a leader of Al Qaeda.</p>
<p>In Gadhafi&#8217;s jail, Belhadj ratted extensively both on Zawahiri and on the Libyan Islamists in Britain, so he can safely be assumed to have parted with al Qaeda. But he remains a quintessential Islamist leader, with their trademark superficial softness and ultra-politeness. He heads 3,000 fighters, and the rebels charged him with assembling all the ragtag militias under his command.</p>
<p>Belhadj is very popular. He received massive funding as his cut from the NATO transfer to the rebels. His militias are heavily armed from Gadhafi&#8217;s and NATO&#8217;s arsenals. It is very likely that Obama has sacrificed yet another country to Islamists.</p>

It is unlikely that he used Internet telephony with chain proxies and tunneling; he called from a satellite phone, which can easily be traced to a location.</p>
<p>More probably, he has settled in a Saharan town far enough from the coast that NATO cannot bring its commandos on helicopters.</p>
