While he would not (indeed, cannot) denounce the treaty, Moussa promised to abide first by the terms of the Arab League peace initiative, which requires Israel to withdraw to the 1948 armistice line, surrender Jerusalem, and allow Palestinian &#8216;refugees&#8217; to return.</p>
<p>Moussa lied when he said that the treaty was conditioned on the creation of a Palestinian state; there are many memoirs that show how irrelevant that issue was for Sadat.</p>

			<content:encoded><![CDATA[<p>Egypt&#8217;s decision to formally stop the flow of gas to Israel is widely viewed as a grave violation of the peace treaty, which is not the case. The treaty obligates Egypt to refrain from trade discrimination against Israel. The sale of gas, however, is rightly viewed in Egypt as a very special preference, exempt from the normal terms of trade. No doubt Mubarak inked the deal, priced well below the market, in exchange for major bribes.</p>
<p>Also, after repeated attacks on the pipeline, the Cairo government simply cannot abide by the terms of the agreement.</p>
<p>We can make a case that the gas from Sinai is indeed ours, both religiously and economically (we discovered the fields when we held Sinai). But unless we are ready to take the Sinai back, there is no point whining about fair trade violations in this particular case.</p>

The junta hate Suleiman, who as Mubarak&#8217;s vice-president checked the military&#8217;s power in Egypt for many years.</p>
<p>For Israel and the United States, however, Suleiman, Mubarak&#8217;s right hand and the intelligence chief, is the only acceptable candidate. Any other president would freeze the peace treaty.</p>

<p>But a mere 150 police stationed in Sinai are worthless, as they will be surrounded by terrorists and Bedouins. Rooting terrorists out of their mountainous hideouts Sinai would require tens of thousands of troops, the resolve to use brutal force against villages where terrorists have melted into the local populations, and the political will to do Israel&#8217;s bidding. As long as the Islamist groups in Sinai do not threaten the Cairo regime, no such operation will take place.</p>

Naturally, the MB has now fielded its own presidential candidate, an allegedly moderate businessman named Khairat Shater.</p>
<p>Shater is so moderate that he was convicted of arming university students in 2007, and in 1995 was likewise convicted of abetting the MB. It&#8217;s not clear what kind of business this businessman was conducting during his many years in jail.</p>
<p>The junta promptly cleared him of all charges, thus allowing him to run for the presidency.</p>

<p>It is not clear yet whether the Brotherhood just wants to keep quiet so as not to jeopardize its chances in presidential elections, or whether as a governing party it has come to embrace the view that has been prevalent among the Egyptian elite for decades—that Gazans are too cumbersome and are best dealt with by military measures.</p>
