Speaking to AFP, Israeli Atomic Energy Commission representative Yael Doron dropped a bombshell: Israelis and Iranians negotiated over Iran’s nuclear program in September in Cairo. Unless Doron is incredibly stupid, which is not the case, this information, which is highly embarrassing to Iran, is meant to harden that country’s stance in Vienna. Iran had already denied the IAEC report.
Israel had good reasons to be extremely dissatisfied with the Vienna draft.

Both are true. It is common to communicate through mediators. That way Olmert talked to Syria and Rabin to the PLO.
Israel torpedo attempt may be counterproductive. Relations between two countries may get worse only. So, Israel torpedo “attack” was not thought over.
The way Israel treated Iran was impudent enough and the C-130 purchase may be really necessary.
