Winter was jailed and fined for violating the US embargo on arms sales to Palestine. Arab countries had no trouble obtaining weapons, mostly free.

During Israeli war of independence spies were the only way-out. And what else could Jews do? Arabs didn’t have to break their mind thinking where they could get the weapons from. That’s why during Israeli war of independence spies were a necessity.
