Defense Minister Ehud Barak refused the emergency status for Ashkelon, suffering from Grad-type rockets from Gaza. To declare emergency in a major Israeli city would put the establishment into an uncomfortable situation where it recognizes war and has to fight it. Shderot lives under emergency rule for months.
