Second, Israel has many external threats. Iran, Lebanon, Hezbollah, European leftist, Arab League, Jordan, Syria, Egypt etc. Third, and most importantly, Israel is a tiny country. One of the smallest in the world. It has a hard time providing for its own population, so it can't afford to deal with others. France, Spain, USA, Russia, Canada, Saudi Arabia, Libya etc are all sparsely populated countries that can afford to take on refugees.
