They are nothing more than a distraction to keep Israel occupied with their issues as opposed to dealing with the surrounding nations that are actually afraid of what Israel could do if they weren't so occupied. Where else in history have people funded willingly their most virulent enemies? No where is the answer, which is why one must ask for what reason does Israel continue to do so. As for the rest of the world it does not make any more sense either. Most likely many think that by doing this they can keep the Islamists focused on the Jews/Israel (dispensable) and prevent attacks on themselves.
