Even if you don't want to make them sign a loyalty oath, at least that way the Arabs there can positively say "Yes, I want to be part of Israel". As part of the referendum it can be said "If you want to remain part of Israel it will mean..." and list all the things that go along with remaining a citizen (some sort of national service maybe? even if not military) ...or at least just a referendum where they positively state they want to remain Israeli citizens and not citizens of an arab Palestinian state. Why not at least have a referendum in the areas that are proposed for exchange?
