The idea is simpler: If you see a person stealing from you , try to get him away but they threat you, well, shoot him. The law just applies to one that robs and run, no to one that threatens and shows violence. When you go stealing, have to face harsh responses.. Govt. officials need to take a "righeteous" stand to rid the land of the oppressor.
