		<description>I am by far not the most knowledgeable on this subject, and it IS at touchy subject, however I just want to bring up one point that I think you may not have thought of... You are basically giving an excuse for nuclear warfare, and are saying that first strike is the only viable option. However there is not guarantee that the other country might attack, even in the case of pakistan and isreal, while they ARE engaged in low level warfare, Isreal cannot preemptively fire a nuclear missle without igniting a international incident. Each country capable of a second strike manner of nuclear assault greatly fears the launch of a nuclear missle, no matter how small. The moment that the warhead fires, it is likely that many other countries ALSO fire their nuclear missles, in what they would think to be self defense. What would end up happening would be another world war, this one waged with nuclear weaponry. The civilian and possibly innocent casualties would be appalling and catastrophic. In short, what I am saying is that firing a nuke is akin to pressing the fire button on every nuclear silo on the planet.</description>
