		<description>I totally agree that proportional response becomes a game of tit for tat. I work with the military and if you don&#039;t make a first and good example of an dispoportional response, you&#039;ll get caught up in a never ending cycle of violence and the offender never learns his lesson. Examples, america drop nukes, Japan surrendered unconditionally. It has been over 50 years since WW2 and not a word from japan.</description>
